Expressions of Interest
for Initial design for sanitary landfill “Lukavačka Rijeka” (Tuzla region)


This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 606 of May 16, 2003.

The Government of Bosnia and Herzegovina has received a credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit to payments under the contract for Initial design for sanitary landfill “Lukavačka Rijeka” (Tuzla region, Federation of Bosnia and Herzegovina).


The services include:

Currently, solid waste is disposed in an open dump that has been operated on the
“Lukavačka Rijeka - Potočari” site for number of years causing serious environmental degradation. The services should provide technical, economic and environmental solution to build up a lined sanitary landfill to minimize environmental degradation at the site and include:

- means of meeting required void space with protective measures for mitigating pollution of surface and ground waters by waste water (leachate);
- collection and treatment of leachate from landfill;
- collection and safe evacuation or utilisation of landfill gas;
- means of controlling the smells and animals access to the landfill;
- arrangement of wider landfill area;
- number, spatial distribution and capacity of transfer stations;
- arrangement of two existing artificial lakes to make them available for recreational and other purposes;
- clean up of existing wild landfill which is adjacent to the area proposed for sanitary landfill construction, as well as other wild landfills throughout Tuzla Canton.

Apart from before mentioned it is also necessary to do the following:

- monitoring programme for water, air and soil quality in regard to landfill effects on the environment;
- analyse conditions and efficiency of setting up of a recycling facility and processing of recyclables from waste with analysis of cost efficiency for certain materials;
- analyse conditions and efficiency of setting up of a composting facility for organic waste.


Implementation period should be 3 months.


The Project Management Unit and Project Implementation Team for Tuzla region now invites eligible consultants to indicate their interest in providing the services.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.


A consultant will be selected in accordance with the procedures set out in the World
Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers,
January 1997 (revised September 1997, January 1999 and May 2002).

Expressions of interest must be delivered to the address below by August 18, 2003.
