Individual service contract forecast
1. Publication reference: EuropeAid/129608/C/SER/AL.
2. Procedure: Restricted.
3. Programme: IPA 2009 programme on information and communication.
4. Financing: 22.02.02 information and communication.
5. Contracting authority: The European Union, represented by the European
Commission, itself represented in view of the present tender procedure by
the Delegation of the European Union to Albania, for and on behalf of the
Government of Albania, Tirana, ALBANIA.
6. Nature of contract: Global price.
7. Contract description: The purpose of the contract is to increase the
level of information and public awareness about the European Union in the
Republic of Albania as well as about the accession process. It will
include various information and communication activities, with the aim of
building public support for the accession process, such as the set up and
management of the EU Information Centre in Shkodra and Vlora, the creation
and implementation of strategies and information campaigns, press and
media relations, events and visits management, webpage development and
update, networking and production of publications and other necessary
activities in the information and communication domain.
8. Indicative budget: 250 000 EUR.
9. Intended timing of publication of the procurement notice: March 2010.

11. Legal basis: Council Regulation (EC) No 1085/2006 of 17.7.2006
establishing an instrument for pre-accession assistance (IPA) — OJ L 210
