Exchange rates used for European Development Fund (EDF) transactions
It is important that those responding to invitations to tender for work on
projects financed by the EDF should be aware of the euro exchange rates of
the currencies of the Member States, the African, Caribbean and Pacific
(ACP) countries which are signatories to the Lomé Conventions and the
overseas countries and territories (OCT) which are associated with the
European Community. These exchange rates are used:
- to convert the amount of the tender into the currency of the country
which issued the invitation to tender. Tenders are drawn up in the
national currency of the contracting authority;
- to calculate the percentage due to the successful bidder, either in
foreign currency or in euro, in the performance of the contract.
The bidders' attention is drawn to the fact that the exchange rates given
below correspond to the rates in force as of 1.2.2010.
The exchange rate used for conversion into national currency is the rate
in force 30 days before the deadline for the submission of tenders. The
following exchange rates therefore apply, subject to subsequent changes
published in the 'Supplement to the Official Journal of the European
Union', to invitations to tender specifying a March deadline for the
submission of tenders.
2) External aid
Exchange rates for external aid financed from the general budget of the
European Communities
For payment requests relating to external aid operations that have to be
submitted to the Commission in euro, contractors need to know the exchange
rates to be used for converting national currencies into euro.
The attention of contractors is drawn to the fact that the annexed
exchange rates are those in force on 1.2.2010 and apply for the whole of
that month.
