GENERAL PROCUREMENT NOTICE

The Tianjin Rural and Urban Construction & Communication Commission intends to apply for financing in the amount of US$ 6.16 Million equivalent from the World Bank toward the cost of the GEF SINO-SINGAPORE TIANJIN ECO-CITY PROJECT, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project. This project will be jointly financed by the Sino-Singapore Tianjin Eco-City Administrative Committee.

The project will include the following components:

A. Consultant Services for:
1) Component 1-A: Eco-City Advisory Panel
2) Component 1- B: TA, Software and Equipment for Implementation Framework of SSTECP
3) Component 2: TA for Public Transport System
4) Component 3: Green Building TA

B. Energy Saving and Environmental Friendly Building Material and Equipment for :
1) Public Housing for IA of No. 15 Block of the Start-up Area of the Eco-city
2) Middle School Buildings

Procurement of contracts financed by the GEF will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and China Daily.

SPN for NCB will be published on a national newspaper in China.
