Description

The Department of Climate Change seeks to procure externally sourced managed services from the open market for the design and operation of a Settlement system and associated services for Australia's Carbon Pollution Reduction Scheme (CPRS).

 

The process of sourcing a provider of managed services is being run in parallel with the development of detailed policy and legislation underpinning Australia's CPRS as set out in the White Paper. (See www.climatechange.gov.au/whitepaper/ )

 

The CPRS Auction will consist of an Auction Solution and a Settlements Solution to be procured by DCC/ACCRA in two distinct stages:

 

Stage 1: RFT for the Auction Solution (Published 10 December 2009); and

 

Stage 2: RFT for the Settlement Solution (this RFT).

Conditions for Participation

a)      The Tenderer must provide a declaration in respect of their compliance with the Fair Work Act 2009 (Cth);

b)      The Tenderer must provide a Statement of Non-Compliance;

c)      The Tenderer must not be in breach of any of the obligations set out in Sections 4.2 - 4.8 (inclusive) of the Conditions of Tender;

d)     The Tenderer must not be submitted for a part of the requirements or as joint Tender other than as permitted in section 4.12 of the Conditions of Tender, or by an individual; and

 

e)     The Tenderer must not be named as not complying with the Equal Opportunity for Women in the Workplace Act 1999.

Timeframe for DeliveryContract expected to be of three years duration and to be signed July 2010, with a possible option to extend.
