Consulting Services: Cadastre Reconstruction (CR) data delivery and training for the use of data at MCOs

Background: Kosovo Cadastral Agency is implementing activities for Enhancement of Real Property Rights component under Business Environment Technical Assistance (BETA) project funded by World Bank.

Registration of Real Property Rights and improvement of Cadastral System in Kosovo is, and will remain, one of the most important fields for the Government of the Republic of Kosovo. KCA as an implementing Agency needs to strength its institutional development and capacity building potential, in order to achieve a strategy for the future development of Cadastral System in Kosovo. CR is one of the most challenging activities for further development of a modern land administration and cadastre sector in Kosovo.

Objectives of data delivery and training for use of data at MCOs: The KCA has done the Quality Control (QC) of the delivered data provided by the consulting firm. The Project Managers of KCA have evaluated that the consulting firm has fulfilled around 55%-60% of the tasks for reconstruction of 25 Cadastral Zones. Since this evaluation wasn’t accepted by the consulting firm, World Bank (WB) employed an experienced and highly respected international consultant for an independent evaluation of the delivered data, and the final evaluation shows that the consulting firm has fulfilled 70% of the tasks expected and required in Technical Specifications for the project.

Afterwards, KCA invites a qualified professional and competent firm for doing the final QC of reconstructed data, and providing on the job training for the staff at KCA and at the local MCOs. The training will include the reconstruction process overall, and the data should be used and updated in the IPRR or KCLIS, and the complete procedures for accepting and maintaining the data.
This will include a ‘training of trainers’ program that would be sufficient for KCA’s staff (at least 6 persons) to provide the courses at a later stage. Thus, the consulting firm will need to prepare training instruction manuals to the identified “trainers”. The consulting firm will then proceed with providing courses at MCO level.
By the end of the training the participants will:

• Have a deeper understanding of the Cadastre Reconstruction process,
• Be able to use the existing guidelines and legislation in relation to CR,
• Be able to follow and apply the CR and QC procedure manuals,
• Be able to integrate graphical reconstructed data in the system (data model Geomedia, GeosPRO),
• Be able to maintain digital cadastre using (data model Geomedia GeosPRO),
• Know how to examine the individual cases due to the CR process,
• Be able to do CR for a cadastral zone (CZ) or part of the CZ in the future, when requested by KCA or Municipalities,
• Be able to update or upload the data into the graphical and textual data bases from CR records,
• Be able to update or upload the data into the graphical and textual data bases when a transaction occurs and the parties bring the documents for registration.

Training subjects and methodology: Generally the subject of the training is the process of Reconstruction of Cadastral Information in systematic manner. This complex process needs deep understanding and knowledge of legal and technical fields such as:

• Laws and bylaws related to cadastre and property registration,
• Administrative Instructions and guidelines related to the maintenance of digital cadastre,
• Techniques and procedures for systematic registration,
• Techniques and procedures for sporadic registration,

Time schedule and deliverables: The training duration for KCA is expected not to exceed ten (10) working days and for one Municipal Cadastral Office (MCO) five (5) working days. Around 100 training sessions are expected to be carried out (6 persons at KCA and 2 to 3 participants per session in one MCO) during the period of 8 months are expected to be covered 17 MCOs.
The time schedule for the training session should be proposed by participants in each MCO.

Level of efforts and duration of the assignment: The estimated level of efforts for the assignment is 160 staff days, and the contract duration expected to be 8 months.

Qualifications requested for the consulting firm:
•Experience in cadastre and surveying field,
•Experience in cadastre reconstruction,
•Legal expertise in the registration of property rights,
•Capacity to give back up support to the experts working in KCA and MCOs.

The interested consulting firms must provide information indicating that they are qualified to perform the services: company profile, description of similar assignments, and experience in similar conditions.

Selection process- shortlist criteria:
Consulting firms who fulfill the above minimum qualification criteria will be evaluated as per the following criteria:
• Specific experience of the Consultants in cadastre and surveying field, cadastre reconstruction and Legal expertise in the registration of property rights (50%)
• Relevant work experience with implementation of similar projects (30%)
• Availability of qualified key staff for the assignment (20%)

Consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, edition of May 2004, according to selection under Quality- and Cost-Based Selection (QCBS) method.
