Individual service contract forecast
1. Publication reference: EuropeAid/129582/C/SER/AL.
2. Procedure: Restricted.
3. Programme: IPA 2007/IPA 2008/IPA 2010 national programmes for
Albania.
4. Financing: 22.02.02 transition and institution-building assistance to
potential candidate countries.
5. Contracting authority: The European Union, represented by the European
Commission, itself represented in view of the present tender procedure by
the Delegation of the European Union to Albania, for and on behalf of the
Government of Albania, Tirana, ALBANIA.
6. Nature of contract: Fee-based.
7. Contract description: The scope of the contract is the supervision of
the construction works for a new pre-trial detention centre in the
district of Berat and a new single complex facility including a prison and
a pre-trial detention centre in the district of Fier. Both construction
sites are located in the central part of Albania, 50/60 km distant one
from the other. The facilities are foreseen to accommodate male, juvenile
and female pre-detainees and detainees.
8. Indicative budget: 1 300 000 EUR.
9. Intended timing of publication of the procurement notice: March 2010.
10. Additional information: This tender procedure will be divided in 3
lots:
— lot 1: supervision of the construction of a new pre-trial detention
centre in Berat (indicative budget: 350 000 EUR),
— lot 2: supervision of the construction of a new pre-trial detention
centre in Fier (indicative budget: 330 000 EUR),
— lot 3: supervision of the construction of a new prison in Fier
(indicative budget: 620 000 EUR).
The tenderers must submit a tender for all 3 lots.
The pre-trial detention centre (lot 2) and the prison (lot 3) in Fier are
part of a single complex facility. Their master plans have been designed
in such a manner that both centres share infrastructure for their
operations.
The signature of the contract implementing lot 3 will be subject to the
adoption of IPA 2010 national programme for Albania and the conclusion of
the relevant financing agreement between the European Commission and the
Government of the Republic of Albania.
11. Legal basis: Council Regulation (EC) No 1085/2006 of 17.7.2006
establishing an instrument for pre-accession assistance (IPA) — OJ L 210
of 31.7.2006.
