Works contract forecast
1. Publication reference: EuropeAid/129579/C/WKS/AL.
2. Procedure: Open.
3. Programme: IPA 2007 national programme for Albania (lot 1) and IPA
2010 national programme for Albania (lot 2).
4. Financing: 22.02.02 transition and institution-building assistance to
potential candidate countries.
5. Contracting authority: The European Union, represented by the European
Commission, itself represented in view of the present tender procedure by
the Delegation of the European Union to Albania, for and on behalf of the
Government of Albania, Tirana, ALBANIA.
6. Description of the contract: The new pre-trial detention centre and
prison at Fier represents a single complex facility and shall accommodate
180 male, juvenile and female pre-detainees and 600 detainees. The
architecture of the prisons is adapted to the requirements of a modern
penal system and therefore provides adequate space inside the cells,
additional living space inside the custody areas (departments), which
accommodate 40 inmates in total, as well as additional space for
education, work, medical aid, recreation, cultural events and
reintegration. The total gross built area is approximately 30 000 m². The
entire developed area is around 10 ha.
7. Indicative number and titles of lots: Lot 1: construction of new
pre-trial detention centre in Fier.
Lot 2: construction of new prison in Fier.
8. Scheduled publication date of the procurement notice: March 2010.
9. Other information: The pre-trial detention centre (lot 1) and the
prison (lot 2) in Fier are part of a single complex facility. Their master
plans have been designed in such a manner that both centres share
infrastructure for their operations.
The signature of the contract implementing lot 2 will be subject to the
adoption of IPA 2010 national programme for Albania and the conclusion of
the relevant financing agreement between the European Commission and the
Government of the Republic of Albania.
10. Legal basis: Council Regulation (EC) No 1085/2006 of 17.7.2006
establishing an instrument for pre-accession assistance (IPA) — OJ L 210
of 31.7.2006.
