Note: Plant & Design-Build Contract for Civil & Mechanical & Electrical Works of Ruhunupura Water Supply Project.
Those firms requesting the document to be sent by courier service shall pay an additional non-refundable fee of Sri Lanka Rupees Ten Thousand (LKR. 10,000/=).
Payment of a non-refundable fee of Sri Lanka Rupees Twenty Thousand (LKR. 20,000/=).

The Government of the Democratic Socialist Republic of Sri Lanka has received a Loan from the Export Import Bank of the Republic of Korea [the Government Agency for the Economic Development Cooperation Fund (EDCF) credit towards the cost of Plant & Design-Build Contract for Civil & Mechanical & Electrical Works of Ruhunupura Water Supply Project and intends to apply the proceeds of this loan to payments under the contract, P&D/RUHUNUPURA/W/DB/2009/01 for which this invitation to bids is issued. The contractor to be employed will be selected through the competitive bidding among Republic of Korean firms as per the Guide lines for procurement under the EDCF loan.
The Government of Sri Lanka has appointed the National Water Supply & Drainage Board (the "NWSDB"), hereinafter referred to as The Employer as the Executing Agency responsible for the implementation of the Project.
Chairman, Cabinet Appointed Procurement Committee. Ministry of Water Supply & Drainage, No. 34, Narahenpita Road, Nawala, Sri Lanka, on behalf of the National Water Supply & Drainage Board intends to invite sealed bids from eligible bidders for Plant & Design-Build Contract For Civil and M&E Works of Ruhunupura Water Supply Project under the Contract No. P&D/RUHUNUPURA/W/DB/2009/01.
The Bidders who fulfill qualification criteria described below are eligible to submit a bid.
The bidding is open for Bidders from the Republic of Korea.
The Bidders should have been substantially completed at least 03 (three) projects with a contract value not less than US $15 million each, during the last 10 (ten) years, out of which 02 (two) should have been water supply projects. One of above 03 (three) projects should have been undertaken outside the home country of the bidder. This project may not be confined to water supply. Acceptable certificates of substantial completion from the client is required for all 03 (three) projects;
The total combined scope of work of the above two (02) water supply projects undertaken by the bidder should have included, inter alia, the following requirements:- Construction of a minimum 9,000 m3/day capacity water treatment plant.
Laying of at least 10 km of Water Transmission/ Distribution pipe lines having diameters not less than 300 mm.
Bidders should possess experience in designing of water treatment plants and distribution systems. Bidders who do not possess design experience in water supply projects may enter into a consortium with a Korean Consultancy firm with experience in design of water treatment plants and distribution systems.

A complete set of documents may be purchased from the Office of the Asst. General Manager (Tenders & Contracts) between 0900 hours to 1200 hours and 1300 hours to 1500 hours on normal working days, up to 18/02/2010, upon Payment of a non-refundable fee of Sri Lanka Rupees Twenty Thousand (LKR. 20,000.00) or United States Dollars Two Hundred (USD 200.00) and the relevant Value Added Tax of 12% in cash or requests submitted by mail should include a Demand Draft or a Banker's certified cheque, countersigned by a Bank operating in Sri Lanka in the amount and currency indicated above in favor of the NWSDB.
Those firms requesting the document to be sent by courier service shall pay an additional non-refundable fee of Sri Lanka Rupees Ten Thousand (LKR. 10,000/=) or United States Dollars Ninety (USD 90.00) and the relevant Value Added Tax (12%). In this case, the NWSDB will promptly dispatch the documents by courier service, but under no circumstances can it be held responsible for late delivery or loss of the documents so sent to the applicant.
A site inspection followed by a pre-bid meeting will be held on 19/02/2010 at Hambantota.
All bids must be accompanied by a bid security of US$ 1,800,000 or an equivalent amount in a freely convertible currency.
Bid documents must be duly completed in triplicate and placed in 3 sealed envelopes. All the blanks in the forms shall be duly filled in and signed. The said forms shall on no account be detached from the document.
The whole document shall be returned intact along with all other information furnished by the applicant. The bidder shall seal the Original Technical Proposal and other documents mentioned in Clause 18.1. and Original Financial Proposal and other documents specified in the same clause above, in separate inner envelopes and place them in one outer envelope, duly marking the inner envelopes as 'Original Technical Proposal" and "Original Financial Proposal" and outer envelop as "Tender for Plant & Design-Bui
