INVITATION FOR BIDS (IFB)

Pension and Social Assistance Project
Hardware and software (servers, thin clients, licenses, spare parts for existing equipment, etc.)

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB, issue no. WB 904-652 of 17th March 2005.

2. The Republic of Azerbaijan has received a credit from the International Development Association toward the cost of Pension and Social Assistance Project, and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this IFB Contract for B-G-I-ICB-001/2010

3. The State Social Protection Fund serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Hardware and licensed software (Microsoft, ORACLE, etc.), namely: servers, thin clients, monitors, printers, spare parts to upgrade existing equipment, licenses, their installation, warranty and support.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004 revised October 2006, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

- Minimum average annual turnover for the last 3 years shall be not less than 5,000,000.00 USD.

- Bidder must have completed at least one successful contract similar (in terms of the nature and scale) to this implemented in the last three years.

- Suppliers shall have at least 3 (three) years experience in supplying of similar goods;

- Respective manufacturers of the equipment shall have at least 5 (five) years experience in manufacturing of the goods.


5. Interested eligible Bidders may obtain further information from Project Implementation unit established in the State Social Protection Fund and inspect the bidding documents at the address given below7 from 09:00 am – 06.00 pm.

6. A complete set of bidding documents in English language may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of AZN 100 or in USD 125. The method of payment will be direct deposit to the bank address specified below. The document will be sent by first class courier service.

7. Bids must be delivered to the address below at or before 11:00 am April 1, 2010. Bids need to be secured by a Bid Security. The amount of Bid Security required is USD 50,000. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 11.10 am April 1, 2010.

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
