PSPF/ORD/002/09: Tender for the Supply, Delivery, Installation, Testing and Commissioning of Wide Area Network (WAN) Hardware, Accessories and Related Services
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, of October 2005.
2. The Public Service Pensions Fund has received financial support from the multi donor funded Public Service Management Project (PSM) Project and under the Component implemented by the Public Service Management Project of Cabinet Office through its “Service Delivery Improvement Fund ( SDIF)”, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Supply, Delivery, Installation Testing and Commissioning of Wide Area Network (WAN) Hardware, Accessories and Related Services

3. The Public Service Pensions Fund on behalf of Public Service Management – Management Development Division (Cabinet Office), now invites sealed bids from eligible and qualified bidders for the Supply, Delivery, Installation, Testing and Commissioning of Wide Area Network (WAN) Hardware, Accessories and Related Services. Only bidders with adequate and proven experience in WAN hardware and accessories supplying and installation may respond. The completion period of the project is 62 days from the date of supply of hardware and accessories.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credit dated May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the address indicated below and inspect the Bidding Documents at the address given below from 08:00 AM to 12:30 and from 14:00 to 16:30 PM hours Zambian Time.
6. Qualifications requirements include: having carried out at least 3 (three) installations of WAN covering a minimum of 10 (ten) locations in reputable organisations in Zambia in the last 3 (three) years, having carried out at least 1 (one) installation of IP telephony of minimum 50 (fifty) IP telephones across a diverse geographic locations in Zambia in the last 3 (three) years, possession of ISO 9001:2000 series certification for network integration and maintenance. A preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of K1,000,000.00 or an equivalent amount in a freely convertible currency. The method of payment will be Cash or Manager’s cheque. The Bidding Documents will be sent by courier services.
8. Bids must be deposited in the Tender Box situated on the 3rd Floor, PSP House, Plot 7534 Sapele Road, Lusaka at/or before Friday, 23 March 2010 at 14:30 hours local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 14:30 hours local time on Friday, 23 March 2010. All bids must be accompanied by a Bid Security of not less than 2% of the total bid price in the currency of the bid or an equivalent amount in a freely convertible currency.
