in residence (RinR) scheme, which has been running since 1994, is jointly
funded by Research Councils UK (RCUK) and the Wellcome Trust. The scheme
provides UK schools with access to young, positive role-models working as
researchers in the physical, social, life and earth sciences and the
humanities. These researchers develop a range of transferable skills
through working alongside teachers and students in the classroom to bring
their area of contemporary research alive for the students. The RCUK SSC
Ltd wishes to appoint an organisation that will run the scheme. Among the
many duties of the Contractor will be to recruit and train a minimum of
200 early-stage researchers supported by the Funders each year to complete
placements in schools with students between the ages of 11 and 18.

VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Authority will incorporate a minimum of 10 calendar
day standstill period at the point information on the award of the
contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have two working days from
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of three working days before
the expiry of the standstill period. Such additional information should be
requested from the address in Section 1.1. If an appeal regarding the
award of a contract has not been successfully resolved, the Public
Contracts Regulations 2006 (SI 2006 No 5) provide for the aggrieved
parties who have been harmed or are at risk of harm by breach of the rules
to take action in the High Court (England, Wales and Northern Ireland).
Any such action must be brought promptly (generally within three months).
Where a contract has not been entered into, the court may order the
setting aside of the award decision or order the authority to amend any
document and may award damages. If the contract has been entered into, the
court may only award damages.
