The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis, using Simplified Acquisition Procedures, under the authority of FAR 6.302-1(a)(2), with James Erwin Oliverson, Topeka, KS, for the National Voluntary Laboratory Accreditation Program (NVLAP) under Construction program. NVLAP is a U.S. Government program administered by NIST, an agency of the U.S. Department of Commerce. NVLAP is a voluntary system that provides a mechanism for the recognition of testing and calibration laboratories based on internationally accepted standards. It identifies competent laboratories for use by regulatory agencies, purchasing authorities, and product certification systems, and promotes the acceptance of test and calibration results among economies and accreditors to support trade facilitation activities worldwide. NVLAP operates a management system that is compliant with ISO/IEC 17011:2004. The North American Industrial Classification system (NAICS) code for this acquisition is 541330, and the size standard is $4.5M. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to maria.gray@nist.gov. The government will consider responses received by 5:00 p.m., EST, 02/08/2010. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
