Government of Belize has received financing in the amount of US$ 351,000equivalent from the World Bank toward the cost of a project to build institutionalcapacity of auditor general and improve quality of public procurement   and it intends to apply part of the proceeds to payments for goods, works, related services andconsulting services to be procured under this project.

 

Theproposed grant seeks to support the government's efforts to develop and sustain institutional capacity in the areas of externalaudit and public procurement and to enable the country to effectively implement internally and externally funded projects insupport of its development agenda.

 

The project will include the following components:

 

1.            Building Capacity in the Office of the Auditor General . This component will strengthen the institutionalcapacity of the supreme audit institution (SAI) by: (a) reviewing existing systems and formulating detailed action plans to improvethe efficiency of audit processes; (b) operationalizing the action plan; (c) designing and introducing updated methodology tosupport audit processes; and (d) training public sector auditors in the use of the new methodology.

 

2.            Capacity Building for Procurement. This component will improve the regulatoryframework and strengthen the institutional capacity of public sector entities involved in procurement by: (a) reviewing existingsystems and formulating detailed action plans to improve the efficiency of public procurement processes;   (b) updating the public procurement legal framework; (c) training public sector staff to support enhancedprocurement planning and execution to effect timely project implementation; and (d) designing a  monitoring system tracking contract awards and dealing with complaints and other procurement-related issues.   A full computerization of this system (not financed by this grant) is envisioned for thefuture, once all proposed changes and newly introduced processes will become fully operational. 

 

Procurement of contracts financed by theWorld Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits (current edition), and is open to all eligible bidders   asdefined in the guidelines.   Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).   The bulk of the consulting services required are expected to be contracted under a singlecontract with a consulting firm experienced in designing and delivering training and capacity-building in the areas offinancialmanagement and procurement for capital projects.
