GENERALPROCUREMENT NOTICE Republic of Armenia Social Protection Administration Project Additional Financing GENERAL PROCUREMENT NOTICE Loan No: 7848 AM The Republic of Armenia has applied forfinancing in the amount of USD 5,000,000 equivalent from the World Bank toward the cost ofthe SocialProtection Administration Project Additional Financing, and it intends to apply part of the proceeds to payments for goods,works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government ofRepublic of Armenia. The objective of the Project is to improve performance (efficiency, effectiveness, quality) by the public employment, pension and social assistance agenciesin providing services to the population. The Project will include the followingcomponents: - Component 1. General Support to the Social Protection Sector, includingdevelopment of software for joint system of provision of integrated social services (SSICJS), refurbishment of regional offices ofsocial protection sector, procurement of furniture and network equipment ,and training and public awarenesscampaign;
- Component 2. Labor and Employment, including initiatives to provideemployment to rural population and unemployed without record of services, establishment of a regional representation office ofYouth Professional Orientation Center (refurbishment and procurement of furniture and computer equipment), study of labor marketconditions and earnings structure, training and re-trainingof the specialists of social employment sector;
- Component 3. Pension Administration, including development, licensingand introduction of software, procurement of hardware, related digital equipment for Personalized Reporting System and PensionSecurity System, training programs within Pension Reforms;
- Component 4. Improving Social Assistance Administration, includingestablishment of a social worker institute for training, development and introduction of electronic system of monitoring andevaluation of efficiency of social services, conducting of reforms in family benefit policy;
- Component 5. Project Management, monitoring andevaluation.
Procurement of contracts financed by theWorld Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits dated May 2004 and revised in October 2006, and is open to alleligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines:Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised in October 2006. Specific procurement notices and invitation to expressions ofinterest for contracts for goods/consultancy services will be announced, respectively, as they become available, in UN Development Businessand dgMarketon-line as well as in "Hayastani Hanrapetutyun"local newspaper.
