INVITATION FOR BIDS(IFB)

 

 

IFBTitle:  Supply and Installation of Energy Efficient Equipment in six(6) Public Universities

          1. This Invitation for Bids follows the General Procurement Notice for this Projectthat appeared in the  Development Business, issue no. 674 of 16th

February 2006 and updated on 22nd June2007

         

2. The Governmentof the Republic ofUganda has received a credit from the International DevelopmentAssociation towards the cost of the Power Sector Development Operationsand it intends to apply part of the proceeds of this credit to payments underthe contract for Supply and Installation of Energy Efficient Equipment in six (6) PublicUniversities.

 

3. The Ministry of Energy and Mineral Development now invites sealed bids from eligible andqualified bidders for Supply and Installation of Energy EfficientEquipment in six Public Universities located indifferent parts of the country. The equipment includes:  2,928 pcs of 4 feet 36 watt singleFTL, 9435 pcs of 4 feet 28 watt single FTL, 106 pcs of 20 watt Compact Florescent Lamps, 85 pcsof 70 watt HPSV lamps, 19 pcs of 150watt HPSV lamps, 200 pcs of Low loss copper chokes, 110 pcs 16 / 32 Amps Timer Controls, 1 pc of 6 x 250 watt HPSV High Mast Towerplus 1 pc, of electrical panels, switchgears and protection control and 1 voltage stabilizer

 

 

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders fromEligible Source Countries as defined in theGuidelines.

 

5. Interested eligible bidders may obtain further information from Power Sector Development Operations Offices; Attn: James Baguma, psdo@energy.go.ug and baguma@energy.go.ug and inspect the Bidding Documents at the address given below [state address at end of this IFB] from 09.00AM to 5.00 PM

 

 6. Qualification requirements include:

Documentary evidencethat the bidder has the required financial and technical capacity and experience to implement thecontract, including : (a) evidence of at least two similar contracts implemented to completion with a minimum value of U$600,000.00  (b) a minimum average turnover ofUS$ 1,800,000.00 fin the last 03 (three) years.

 

 A margin of preference for certain goodsmanufactured domestically "shall not" be applied. Additional details areprovided in the Bidding Documents.

 

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below indicated as 01 and upon payment of anonrefundable fee of U$25.00 (Twenty five UnitedStates Dollarsonly) or equivalent in a freely convertible currency. The method of payment will be (a) Payment to Diamond TrustBank,Kampala, using Bank Payment Advice Forms obtained from ourCash Office, Room A113 (b).  Bid Documents will then be obtained from address belowindicated as 03, upon presentation of aCash Office General Receipt.

 

8. Bids must be delivered to the address below indicated as 02 at or before 10.00 am, on22nd March, 2010. Electronic Bidding will not be permitted. Latebids will be rejected. Bids will be opened in the presence of the bidders' representatives whochoose to attend in person or on-line at theaddress below indicated as 4, at 10.00 am, on 22nd, March, 2010. All bids must be accompanied by a "Bid Security" of: 15,000.00 (Fifteen thousandUnited States Dollars only) or equivalent in a freely convertible currency)
