The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Office of the Chief Information Officer (OCIO), intends to negotiate with National Instruments Corporation, Austin, TX, on a sole source basis under the authority of 41 U.S.C. 253(c)(1) for the purchase of a National Instruments Corporation Enterprise Licensing Agreement and associated support and maintenance of the National Instruments Corporation�s LabView Software. Based on recent market research, NIST believes that National Instrument Corporation is the only entity that can satisfy NIST�s requirement for maintenance of an Enterprise Licensing Agreement and associated support and maintenance of the National Instruments Corporation�s brand LabView Software. The NAICS Code is 511210 with a Size Standard of $23.0 million. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order for a period of twelve months and two one-year option periods to National Instruments Corporation for this requirement. Interested parties that are authorized by National Instruments Corporation for an Enterprise Licensing Agreement and associated support and maintenance of the National Instruments Corporation�s brand LabView Software may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
