focuses on the challenges and opportunities of converging technologies for
environmental regulation. It is structured according to 3 pillars, which
will each consider a different aspect of the impact of emerging
technologies. These are:
1) assessing the regulatory challenges ahead;
2) reviewing the sustainability of existing legal frameworks;
3) response management, including communication and public engagement.
Cross-cutting themes.
These pillars will be supported by targeted case-studies which would
assess the impacts of emerging technologies in the following specific
areas:
— case-study 1: environmental limits,
— case-study 2: waste impacts,
— case-study 3: human health and environmental impacts.
The projects will be for a maximum duration of 3 years.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY
COMMUNITY FUNDS: Yes.
Reference to project(s) and/or programme(s): The SKEP ERA-NET (Scientific
Knowledge for Environmental Protection) is a partnership of 17 government
ministries and agencies, from 13 European countries, responsible for
funding environmental research. The SKEP network aims to facilitate the
improvement of science into policy processes, and to support evidence-led
modern regulation.
VI.2) ADDITIONAL INFORMATION: Key points in the evaluation procedure
were:
— the call was initially opened in February 2009 with a total budget of
EUR 2 130 000. Initially a closing date of 22nd May was given but only a
limited number of proposals was received. In response the Call was
reopened with a closing date in July,
— 7 proposals were received through the SKEP online applications tool,
— 4 of the applicants were contacted to resolve queries regarding their
budgets. The queries were successfully resolved and all proposals
subsequently passed the eligibility check (noting that in proposal 4, the
UK applicant has marginally exceeded (by EUR 132) the available budget,
— the proposals were subjected to 3 further evaluations:
—— scope check – to confirm that the proposals lay within the scope of the
call,
—— funders evaluations – to confirm that the proposals lay within the
scope of the funders, and to establish their priority,
—— peer review – to evaluate the scientific quality of the proposals,
— the scope check and funders evaluations were carried out by the
potential funders, whilst the Peer Review was carried out by a panel of 13
reviewers. Proposals were allocated to reviewers on the basis of expertise
(not by country of origin), and each proposal received at least 4 reviews.
