The 61st Contracting Squadron (61 CONS) has a requirement to establish a competitive contract to repair and upgrade the Backflow Prevention Systems at Los Angeles Air Force Base, El Segundo, CA and at Fort MacArthur, San Pedro, CA. The Government is soliciting for the award of a Firm-Fixed Price contract. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 238990. The size standard for NAICS 238220 is $14,000,000.00. This procurement is a total small business set-aside. This project is to repair and upgrade the Backflow Prevention Systems. A backflow prevention and cross connection survey was conducted in April 2009. This survey noted 6 high-hazards, 18 medium-hazards, and 55 low-hazard cross connections on LAAFB. To date 2 high hazard and 3 low-hazard cross connections have been fixed. The Performance Period for this project is estimated to be seventy-five (75) calendar days after receiving the Notice to Proceed. The magnitude of this project is estimated between $100,000.00 to $250,000.00. The evaluation technique to be utilized for the contemplated award of the issued solicitation is Performance Price Trade-Off (PPT). Under PPT, past performance will be evaluated. The Government anticipates the issuance of the Request for Proposal in February 2010 and anticipates a closing in March 2010. The target award date is April 2010. Potential offerors are responsible for monitoring this site for release of the solicitation package. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. There will be no paper copies of this solicitation available. The RFP will be released using the Electronic Posting System (EPS) available at http://www.fbo.gov. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
