II.1.5) Short description of the contract or purchase(s): DFID is seeking
Expressions of Interest (EOI's) from suppliers to lead a consortium of
organisations with multi-disciplinary skills in the theme "Improving
Mental Health Services in Low Income Countries". DFID is looking for
innovative, strategic research in response to this theme that will build
upon the existing evidence base and provide new knowledge on how to shape
effective service delivery and strengthen health systems in the future.
This theme is one of 3 Health Research Programme Consortia being
advertised simultaneuously with the purpose to generate new policy
relevant knowledge that will help DFID and the wider development community
eradicate world poverty. It is expected that contracts will be awarded
under all 3 themes and more than 1 contract may be awarded under any
theme. Suppliers are free to bid for more than contract. Full details are
available in the draft Terms of Reference. Research and development

governed by English Law. Prices are not required at EOI stage, however,
when required prices must be quoted in GBP and all payments under the
contract will be made in GBP. DFID reserves the right to annul the process
and not to award a contract. DFID does not provide advance funding,
therefore, suppliers will be required to pre-finance all programme
activities, before claiming reimbursement from DFID in arrears.

project specific Terms of Reference, Generic RPC Terms of Reference and
other supporting documents can also be found at the website address. DFID
Research and Evidence Division must not be contacted directly. Following
assessment of EOIs DFID will invite short-listed applicants to submit full
technical and commercial proposals. DFID will inform all applicants on the
outcome of their Expression of Interest. The shortlist will be published
on the DFID website. The contract will initially run for up to 6 years
with the possibility of extension for up to a further 24 months, subject
to continuing need and satisfactory performance of the supplier. From
1.4.2001 all UK development assistance has been fully untied, which allows
suppliers from anywhere in the world to bid for DFID contracts.
