It is the National Energy Technology Laboratory's intent to award a purchase order on a sole source basis to PureWorks, Inc., dba PureSafety, to upgrade an existing OHM database. An upgrade to the new web version of the OHM database is necessary to meet the needs of the NETL Occupational Health Units. Support for the non-web version of the OHM database will no longer be available. It is more cost effective and efficient to maintain the current database in its upgraded form than it would be to institute a new database. The medical staff is already familiar with how the OHM database operates and the current information in the database can be easily transferred to the upgraded version. No other software will satisfy NETL requirements. PureSafety (formerly Unique Software Solutions) is the only company that sells this OHM product and support services. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Challenges must demonstrate the capability to provide all necessary data elements. If no challenges to acquire this item are received by 5:00 p.m. EST, February 8, 2009, the government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
