The Government of the Azerbaijan Republic has applied for a loan in the amount of US$ 129 million from the International Bank for Reconstruction and Development, and a credit in the amount of US$110 equivalent from the International Development Association (World Bank). It intends to apply the loan and credit proceeds to payments for goods, works, related services and consulting services to be procured under Azerbaijan Highway III Project.

The project will include the following main components:

• Upgrading section of M4 Baku–Shamakhi Road to 4 lane.

• Construction Supervision and road safety activities for aforesaid road.

• Strengthening of “Azerroadservice” OJC and provision of technical assistance and goods aiming at the implementation of the project.


Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines (Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006) and is open to all bidders from eligible source countries as defined in the guidelines. The Consultants will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006.

Specific Procurement Notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business, in local newspapers and through the foreign embassies accredited in Baku.

Prequalification of Contractors will be required for main road construction contracts.

Interested eligible bidders who wish to be included in the mailing list to receive an invitation to bid/prequalify under the ICB procedures, and interested consultants who wish to receive a copy of the advertisement requesting expressions of interest for large-value consultants’ contracts, or those requiring additional information, should contact the address below.
