II.1.4) Short description of the contract or purchase(s): The overall
purpose of this contract is to assist the Commission in reviewing
Regulation (EC) No 842/2006 (as called for by the legislator in Article
10) by providing technical data, analyses, and support. The main
objectives of the work are:
— to review current and emerging international and national markets and
policies on F-gases and other relevant policy interactions,
— to assess the effectiveness of the existing EU policy framework on
fluorinated greenhouse gases in view of current and future climate change
objectives,
— to assess the feasibility of and to develop implementing options, also
at the EU level, for an international emission reduction arrangement for
HFCs and other F-gases and to identify technically feasible, effective,
efficient and consistent options for further EU action,
— to analyse the likely economic, social and environmental impacts of
identified options and develop comprehensive policy recommendations to the
Commission,
— to support Environment DG in consultations with Commission services and
external stakeholders from the relevant sectors throughout the duration of
the contract,
— to provide technical assistance to the Commission on particular issues
emerging from consultations, including at the international level, and to
provide additional input and analyses for the adjustment of policy options
as required by the Commission for drafting an impact assessment.
