The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), John A. Volpe National Transportation Systems Center (Volpe Center), of Cambridge, MA, intends to issue a solicitation for Volpe Transportation Information Project Support (V-TRIPS) services. The Volpe Center intends to make multiple awards from this solicitation on an unrestricted basis. These services will include system analysis, development, operations and maintenance, and deployment and field support; system architecture and framework; facility and operations support, information system security; technology assessments and modernization; and other specialized areas such as project management; information distribution, warehousing, and distributed databases; artificial intelligence/expert systems; geographic information systems; and transportation system analysis. Services will cover the spectrum from stand-alone applications to large-scale, integrated worldwide systems. The services are currently being provided under Contract No. DTRT57-06-D-30004 with Computer Sciences Corporation. It is expected that the solicitation for this effort will be issued on or about February 16, 2010, with proposals due on or about April 15, 2010.
A technical reference library containing information about the Volpe Center's mission and organization and information on the kinds of tasks currently being performed on the existing contract will be included as an attachment to the RFP.

All responsible sources may submit a proposal that which shall be considered by the agency. A pre-proposal conference and site visit will be held for this acquisition on or about March 16, 2010. Further details of this conference will be provided in the solicitation.

The subject solicitation and related documents will be available in electronic format only from the Government Wide Point of Entry at the Federal Business Opportunities website (www.fbo.gov). Paper copies of these documents are not available. Offerors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. Telephone requests will not be honored. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs), the DOT's Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. NOTICE CONCERNING THE MARCH 17th PRE-PROPOSAL CONFERENCE:

Offerors attending the March 17th pre-proposal conference should review the Volpe Center website for directions to the Center (http://www.volpe.dot.gov/about/visiting.html). Please note that there is no on-site visitor parking for attendees. Adequate public parking is located within one block of the Volpe Center at 10 Cambridge Centre on Broadway. Anyone without a Federal Government identification badge must pass through the Volpe Center's security checkpoint and should allow adequate time prior to the start of the conference for this process. A conference badge will be provided to each attendee. Access to the Volpe Center for all pre-proposal conference attendees, including those with Federal Government identification badges, will be restricted to the lobby and the Auditorium and vicinity.
