SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)

supply, installation and maintenance of a crime management, intelligence,
case & custody system.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The framework will be open to all police authorities of the
United Kingdom. It is anticipated that the early adopters under the
framework will be the 6 eastern region police authorities (Bedfordshire,
Cambridgeshire, Essex, Hertfordshire, Norfolk and Suffolk) along with the
City of London Police and Kent Police, although the framework will be made
available for use by all police forces throughout the UK.
The 8 potential early adopting Forces are engaging in a collaborative
project to procure an innovative and best of breed IT solution covering
the business areas of crime management, intelligence, custody and case
preparation. The implementation of this software will assist in improving
performance and the level of service that Forces are able to provide to
the public.
This project is intended to set the scene for our IT strategy over the
coming years, so will involve the region working closely with the NPIA -
ISIS (National Policing Improvement Agency - Information Systems
Improvement Strategy) Programme. Those familiar with the ISIS Programme
will know that one objective is to identify champion systems in the main
policing business areas using individual procurements to establish
frameworks on behalf of the wider Police Service. This procurement will be
led by Essex Police on behalf of the named forces and potentially all UK
Police Forces and may well identify champion systems in all four business
areas.
The purpose of this PIN is to give notice that the collaborating forces
will be holding a supplier information day on 2.3.2010 at Stock Brook
Manor Country Club, Queen's Park Avenue, Stock, Nr. Billericay, Essex CM12
0SP.
Interested parties must reply via email (copy also to
jeni.windsor@essex.pnn.police.uk) to the above named individual expressing
their interest in attending the supplier information day by no later than
19.2.2010. Correspondence via telephone is not an acceptable means of
registering an interest.
Please note that it is compulsory to respond as detailed above if you wish
to attend the event. Non-attendance at the event will not preclude
suppliers from being included in the procurement process but if Suppliers
do not respond in accordance with the above requirement, they will be
unable to attend the supplier information day.
It is anticipated that the call for competition will be published early in
the 2nd quarter of 2010 and will cover a range of options, including the
supply and installation of any, or all, of the four named elements of the
system and ongoing maintenance thereof. It is expected that authorities
procuring under the framework will take up maintenance agreements of up to
10 years duration or more if appropriate.
Estimated cost excluding VAT:
Range: between 40 000 000 and 400 000 000 GBP.
