Naval Facilities Engineering Command Pacific, NAVFAC Pacific, Services Acquisition Division is seeking information on any U.S. Small Business Administration (SBA) certified 8(a), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business (SDVOSB) or Small Business firms with the primary North American Industry Classification System (NAICS) Code of 221119, Other Electric Power Generation. Small Business Size Standard, a firm is small if, including its affiliates, it is primarily engaged in the generation, transmission, and/or distribution of electric energy for sale and its total electric output for the preceding fiscal year did not exceed 4 million megawatt hours. NAVFAC Pacific is interested in the prospect of a third-party entity financing, developing, constructing, owning, operating, and maintaining the solar renewable energy generation system, or systems, as well as the transmission and distribution system to all installations served consistent with applicable State and Federal laws, regulations, and procedures up to 30 years pursuant to approval to 10 USC 2922a.The possible installations at which such power might be used include, but are not limited to: Naval Station Pearl Harbor (includes Pacific Command; Commander, Pacific Fleet; Commander, Navy Region Hawaii; Commander, Submarine Force, U.S. Pacific Fleet; Fleet Industrial Supply Center, Pearl Harbor; Naval Computer and Telecommunications Area Master Station, Pacific; Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility; Naval Security Group Department, Kunia; Naval Inactive Ship Maintenance Facility; Space and Naval Warfare Systems Command Activity Pacific; Naval Facilities Engineering Command, Pacific and Hawaii; and Navy Exchange); Pacific Missile Range Facility, Kauai; 15th Air Lift Wing, Hickam AFB; Schofield Barracks; Fort Shafter; and Marine Corps Base Hawaii (includes MCBH Kaneohe Bay; and Camp Smith). The list of installations is not all inclusive; there may be other sites not listed. Interested sources are invited to respond to the Statement of Interest Questionnaire by using the form provided under a separate file, titled "Statement of Interest Questionnaire." No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, NAVFAC Pacific will utilize the information for acquisition planning purposes. The Pre-Proposal Conference will be held at the Marine Corps Base Hawaii (MCBH) Klipper Golf Course Fairway Ballroom. See attached map for directions. Registration begins at 8 am Tuesday, April 6, 2010. Bases passes will be available at the MCBH Main Gate on the morning on April 6, 2010 beginning at 7:30 am until 9:00 am. A tentative itinerary for the site visit is provided with this amendment. The Government requests attendees to pre-register for the site visit, which begins at approximately 1:00 pm following the pre-proposal conference, on April 6, 2010 and continue through April 9, 2010. Please, checkmark the days you plan to attend on the attached spreadsheet provided via this amendment and return to JointPV@navy.mil no later than Monday, March 29, 2010, 3:00 pm HST. Meeting times and locations for each day of the site visit are specified on the attached Itinerary. Contractors are responsible for providing their own transportation to the meeting location. The Government is limiting access to rooftops to one (1) individual per company. Rooftop access may be gained via bucket truck or ladders. For access to the Controlled Industrial Area (CIA) rooftops on day 3 of the site visit, Social Security Numbers (SSNs) are required; therefore the one (1) individual accessing the CIA rooftops shall provide their SSN on the attached "Request for Escorted Visit to PHNSY/IMF"form. Please note that those not accessing the rooftops in the CIA area are NOT required to provide this information. Once the information for the CIA rooftops have been submitted there will be no substitutions allowed. SSNs will be kept in a secured locked location and destroyed after the site visit. Individual(s) attending the site visit are required to provide their own Personal Protective Equipment (PPE). At a minimum, those who do not intend to access rooftops are only required to have hard hats, steeled-toe shoes, and eye protection. In addition, for those accessing rooftops, are required to provide a fall protection plan (generic form provided) in accordance with their company procedures and have provide additional PPE, including gloves, safety vest, certified full body harness, certified rope grab shock absorbing lanyard, six foot shock absorbing lanyard, certified carabineers, nylon ropes, shackles, wire rope lifelines (5/8 inch thickness or better) or nylon slings can by used for attaching shock absorbing lanyards. See attached example of a fall protection plan. NO PPE WILL BE PROVIDED DURING THE SITE VISIT. Contractors are required to bring their own PPE. Failure to have the proper PPE for the site visit will preclude an individual from participating in the site visit.
