SECTION II: OBJECT OF THE CONTRACT

II.1.5) Short description of the contract or purchase(s): The West
Midlands kick start partnership is a partnership of local authorities who
have operated loan based home improvement programmes since 2004. The
driving force behind the partnership is delivery of the Government's
vision of delivering decent homes by helping vulnerable homeowners address
housing disrepair, improvement initiatives, relocation options and matters
affecting the fabric or amenities of the home by offering financial
funding options in the form of affordable loans as an alternative to the
traditional approach of public grants.
The Council wishes to appoint a service provider to provide a fund manager
service to support delivery of kick start programme on behalf of the
Partnership. The fund manager will be commissioned to.
1. Act as the lending and loan administration hub for the partnership
providing comprehensive services relating to
Lending and loan decision.
Pre completion administration & post completion servicing.
Repayment and collections management.
Redemptions and vacation servicing.
2. Act as Trustee and custodian of the Funds on behalf of the Partnership
including
Control and investment of the Partnerships various loan funds.
Management of all capital allocation into and from the funds.
Management of all receipts and collections into the funds from loan
transactions.
The monetary value of loans advanced by the Fund Manager will not exceed
20M GBP in any one year.
Period of contract will be 36 months with an option to extend up to 24
months subject to satisfactory performance and HM Treasury Funding.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The contracting authorities
reserve the right to require deposits, guarantees, bonds or other forms of
appropriate security.

No special legal form is required but in the case of group bidders the
authority requires that a prime service provider assumes primary liability
for the group and that each organisation in the group accepts joint and
several liability.

contract the contractor will be required to support the contracting
authority's economic and social regeneration objectives. Accordingly
