will be collected from port operators and port related businesses in the
UK. It may involve some port visits.

II.1.4) Short description of the contract or purchase(s): Statistical
services. Contract is to carry out a statistical survey of port employment
and accident rates in the UK port industry on behalf of the UK DfT. The
object will be to update and where necessary, improve upon an earlier
study carried out in 2004-5. (see http://www.dft.gov.uk/pgr/statistics/
dat), as well as recommending methods for combining existing data sources
to meet user needs for port employment and accident data. The contractor
will be required to develop the survey methodology in consultation with
the project steering group, carry out the survey (during winter 2009/10),
and provide the results and a complete documented data set to DfT, along
with a statistical report suitable for publication. One of the
requirements will be to replicate the previous survey, (see above link) as
closely as possible, although this requirement will be balanced against
opportunities to improve the quality or scope of the study. The contractor
will need to identify and agree the most appropriate data collection
techniques with the DfT, but, if the approval of the preview study is
adopted, telephone-based and questionnaire based interviewing will be
among the techniques needed. In order to cover the skill sets required,
the DfT is open to consortium bid applications. Research and development

employed on the contract (e.g. knowledge of the port sector; employment &
safety matters; potential data sources; survey design & practice; data
validation, analysis and reporting). Weighting: 20 %.
3. Evidence that the contractor will provide high quality survey results
through effective use of suitable survey techniques and management, and
where appropriate suitably skilled and managed interviewers. Weighting: 20

4. Evidence that the contractor will put in place an effective management
system to ensure delivery of the contract throughout its lifetime to a
high quality and to the agreed timetable, including management of any
sub-contractors. Weighting: 20 %.

VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Department for Transport incorporated a minimum 10
calendar day standstill period at the point information on the award of
the contract was communicated to tenderers and those who expressed
interest. This period allowed unsuccessful tenderers to seek further
debriefing from the contracting authority before the contract was entered
into. Applicants had 2 working days from the notification of the award
decision to request additional debriefing and that information had to be
provided a minimum of 3 working days before the expiry of the standstill
period. In the first instance such additional information was to be
required from the address provided in part 1.1. Following that if the
parties still cannot resolve the matter then it should be escalated to the
Deputy Director of Procurement, Great Minster House, 76 Marsham Street,
London SW1P 4DR, UNITED KINGDOM. If an appeal regarding the award of a
contract has not been successfully resolved the Public Contracts
Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have
been harmed or are at risk of harm by a breach of the rules to take action
in the High Court (England, Wales and Northern Ireland).
