Project # 646-10-106, "Fisher House Site Prep" at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh PA. This is a Request for Proposal (RFP) which is a competitive (best value) procurement set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB) for a design/build construction project. Work includes, but is not limited to providing professional Design Build / Architect Engineer (DB/AE) services and Design Build Construction services (DB Team). General Project Scope: This project is titled "Fisher House Site Prep". The location is at the Veterans Affairs Pittsburgh Healthcare System's University Drive Division. The project type is Design Build where the contractor is the contracting entity supported by architectural and engineering services (DB/AE). The DB/AE will provide professional architectural and engineering and construction services for the project including structural, mechanical, electrical, data and fire protection. The purpose of the project is to provide for the site utilities, earthwork, and retaining wall system for future construction of the Fisher House. The project will relocate existing utilities and provide services to within five feet of the future Fisher House building. The product of this project will be site modifications desired by the VA Pittsburgh Healthcare System. This project involves primarily site work such as installation and relocation of site utilities, construction of retaining walls, and placement of fill material. Work includes all necessary removal and disposal of excess and/or unsuitable material from site as well as delivery and placement of new material. The DB/AE will develop construction specifications and drawings as well as supervise the construction. The DB/AE will provide traffic control for non-contractor vehicles as well as a site fence to segregate area of work by this contractor. DB Team will make site visits as necessary to survey existing conditions. Note: Information including drawings and other documentation provided to the D/B team is used as reference only. VA standard specifications and design guides are to be followed for all work and are available in VHA's Technical Information Library at address http://www.va.gov/facmgt/. The Design Build Team (D/B AE and DB Contractor) shall field verify every aspect that relates to the project. The construction cost range is between $1,000,000 and $2,000,000. The applicable NAICS is 238910 with the small business size standard of $14.0 million. The Solicitation will be issued on or about (o/a) February 10, 2010 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Any amendments to this solicitation will be available at the same website. Bidders are advised that they are responsible for obtaining amendments from the website. Questions must be submitted to the Contracting Officer by e-mail to Philmore.CrichlowJr@va.gov or by fax to 412-954-4058 no later than February 17, 2010 so they can be addressed at the Pre-Proposal Conference. A Pre-Proposal Conference is anticipated o/a February 23, 2010 at 10:30 am EST at the VA Pittsburgh Healthcare System, University Drive division, building one, ground floor in the Conference Room AE108 (opposite the Retail Store). Although not mandatory, all Offerors are encouraged to attend the Pre-Proposal Conference. Further questions will be accepted by the Contracting Officer by e-mail or fax until close of business seven (7) calendar days after the Pre-Proposal Conference ( March 2, 2010), and responses will be provided to all Offerors on the Interested Parties Mailing List. Questions received later than seven (7) calendar days after the Pre-Proposal Conference will not be addressed in the interest of adhering to the scheduled proposal due date. The Deadline for Proposals will be o/a March 17, 2010. All responsible sources may submit a proposal which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov , shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered at http://www.vip.vetbiz.gov prior to award of a contract.

The Pre-Proposal Conference is anticipated within thirty (30) days after Issuance of Solicitation. The Deadline for Proposals is anticipated within forty-five (45) days of Issuance of Solicitation. All responsible sources may submit a proposal which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov , shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered at http://www.vip.vetbiz.gov prior to award of a contract.
