II.1.4) Short description of the contract or purchase(s): The Norwegian
Government Agency for Financial Management (The Awarding Authority,
hereafter SSØ) was established by the Ministry of Finance on 1.1.2004.
SSØ’s task is to strengthen financial management within the public sector
and improve resource efficiency within the area. SSØ is also providing
consultancy services for central authorities within financial management
for the public sector and executes administrative functions for all public
sector activities.
In addition, SSØ supplies financial services for approx. 70 percent of the
public enterprises. At present, the agency has approximately 350 employees
divided on six regional offices (Drammen, Hamar, Kristiansand, Trondheim,
Stavanger and Tromsø as well as one branch office in Vadsø) and a central
unit in Oslo. For further information, see: www.sfso.no.
SSØ wishes to enter into an agreement for delivery of systems for access
control and user administration. The system shall be used internally in
SSØ and towards SSØ’s customers. The procured systems shall be used by SSØ
towards the entire public sector, however, the systems shall be restricted
to support SSØ’s services and activities.
The prequalification process is used in order to ensure that a requested
number of qualified supplier submit tenders for the safety systems. The
Awarding Authority will invite minimum 3 and maximum 6 prequalified
tenderers to submit tenders.
