MZOPUG/M-C-2                   The Adriatic Sea Monitoring Program

 

1.             Thisrequest for expressions of interest follows the General Procurement Notice for this project that appeared in DevelopmentBusiness, UNDB print edition Issue No. 760 on October 16, 2009, and in the UNDBonlineon September 23, 2009.

 

2.             The Republic of Croatia has received a loan from the International Bank forReconstruction and Development (IBRD) toward the cost of the Coastal Cities Pollution Control Project 2, and it intends to applypartof the proceeds of this loan to eligible payments under contract to carry out consultant services for performing Strengthening of Coastal Water Monitoring Network, project The Adriatic Sea Monitoring Program,2nd Phase for which this Request for Expressions of Interest is issued.

 

MZOPUG/M-C-2:   The Adriatic Sea Monitoring Program, 2nd Phase

 

ConsultantServices resume the following:

  • The Adriatic Sea Monitoring Study
  • Work Shops (transfer ofknowledge)

 

The objective of the Program is to make an expert assessment of the current sea monitoring system and itscompliance with the provisions ofthe EU Water Framework Directive (2000/60/EC), and to identify necessary improvements andmodifications. Plans will be made within the Program about the necessary research work which shall be used as the basisfor theestablishment of the basic models for the analysis of the Adriatic Sea quality state. Results of measurements on specific networkof stations, together with results of basic models of the Adriatic Sea quality state will support the Adriatic Waters ManagementPlan.

 

The Program is to include, the following contents:

·         Overview of marine environment research and monitoring systems todate;

·         Proposal, if needed, improvements to the existing marine environment monitoringsystem, required as the basis for establishing and improving the Adriatic Sea monitoring models, and explicit and clearjustification for the changes;

·         Recommendation of the scope of procurement of additional appropriate equipment,if needed, for research work, including data processing, and explicit and clear justification for the additionalequipment.

 

For the purposes of this Adriatic Sea Monitoring Program, the mostimportant parameters will be defined with the help of which it is possible to monitor the changes in the marine ecosystem broughtabout by the discharge of treated municipal faecal and industrial wastewater, but also by other planned human activities (such as: impact of fish andshellfish farming, boat transport, ports, marinas and similar activities along the coast) in the internal sea waters of theRepublic of Croatia. These parameters will have to be sufficient to establish a model of relatively proper quality of theecological state of the Adriatic Sea, which will enable insightinto the present ecological state and potential future changes.

 

Signing of this Contract is expected in June 2010. The program of monitoring of the sea environment should be executed bythe Consultant inthe period of 3,5 years.

 

3.             Ministryof Environmental Protection, Physical Planning and Construction now invites eligible consultants to indicate their interest inproviding these services. Interested consultants must provide informationindicating that they are qualified to perform subjectedservices.

The firms are invited to send their letter ofinterest with documentsin Croatian and in English on not more than 50 pages, containing the following information:

­          description of the firm, staff qualifications andbasic financial indices in operation of the firm during the last 5 years;

­          reference list of similar projects carried out inthe last 5 years;

­          general qualifications and number of keystaff.

 

The Consultant shall provide an overview of the educational structureand qualifications of the expert teamfor provision of services.

 

Consultants may associate to enhancetheir qualifications.

 

The Consultant shall include in the letter of interest general description of in-field and laboratory equipment and researchvessels which enable theimplementation of the program.

 

Consultants should send applications,upon which short lists of acceptable consultants will be formed.

 

4.             A consultant will be selected in accordance with theprocedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, first printedMay 2004, revised October 2006. Ministry of Environmental Protection, Physical Planning and Construction will carry out the selection of the consultatnts who will be includedin the short listand invited to participate in the competition. Selection of Consultants for performing The Adriatic Sea Monitoring Program will beselected in accordance with Quality and Cost Based Selection Method -QCBS.

 

5.             Interested eligible consultants may obtain further information at theaddress below from 09:00 to14:00 hours' local time.

 

6.             Expressions of interest must be delivered to the address below at least by February 15, 2010.
