II.1.4) Short description of the contract or purchase(s): The London
Borough of Newham as the administering authority for the Local Government
Pension Scheme (LGPS) in Newham is seeking to appoint one or more
independent pension fund actuarial and investment strategy consulting
advisers to the Fund, which is valued at over 0.5 bn GBP.
The Pension Fund Committee currently receives actuarial and investment
advice from independent firms. The council are seeking to appoint one or
more companies that have a number of years’ experience of advising local
government and institutional pension funds. With respect to Lot No 1,
actuarial services, the successful bidder will be required to provide
services and advice to the Pension Fund Committee and council officers on
a number of areas, including undertaking valuations of the pension fund
and self-insurance fund, calculate information in connection with FRS 17
(IAS19) requirements and advice on appropriate employer contribution rates
for bodies requesting admittance to the pension fund. With respect to Lot
No 2, investment strategy consulting services, the successful bidder will
be required to provide strategic services and advice in connection with
respect to asset mix and other components of a successful pension asset
strategy. Note that a single successful bidder may be selected to carry
out both the actuarial and investment consulting services or different
firms may be selected to carry out the different services separately.
