The Naval Facilities Engineering Command, Southwest (NAVFAC SW)located at 1220 Pacific Highway (Code AC3-SCC), San Diego, CA 92132 isconducting market research to determine what sources are available toprovide assessment services and technical support for the Navy MishapPrevention and Hazard Abatement Program (MPHA). The Government contemplatesaward of a combination Firm Fixed-Price (FFP)/Indefinite Delivery/IndefiniteQuantity (IDIQ) contract with a five-year period of performance (one baseperiod and four option years). The MP/HA program was established by the Chief of Naval Operations to assistCommanders and Commanding Officers to correct unsafe and unhealthy workingconditions affecting civilian and military personnel. The Program is tasked with identifying and resolving safety,non-structural electrical, ergonomic, and other workplace environment issuesand implement resolution to these issues that comply with current OSHA andNavy guidelines. FFP and IDIQ services include, but are not limited to, conducting sitesurveys to identify and validate reported issues, developing resolutionscompliant with appropriate guidelines, and providing recommendations andsupport for implementation and integration of the most efficient, effectiveresolution, based on detailed cost/benefit trade-off analyses. ThePerformance Work Statement (PWS) includes conducting an initial site surveyto identify or verify actual or potential hazards that have been report toNAVFAC SW; providing fall abatement site analyses, ergonomic risk assessmentand detailed electrical hazard resolution statements of work; development ofa statement of work and a cost estimate for resolution. The Contractor shall assess/analyze each identified hazard, and developOSHA-compliant alternatives to resolve each hazard and perform detailedcost/benefit trade-offs for each alternative resolution.
