The Government of Ukraine has receivedfinancing from the World Bank toward the cost of the Rural Land Titling and Cadastre Development Project, and it intends to apply part of the proceeds toward payments under the contract for Development of Cadastre System, # DKZ-D2-ICB.9.201.

The State Committee of Ukraine forLand Resources now invites sealed bids from eligible bidders for elaboration, supply,installation and technical support of integrated cadastral registration system of Ukraine.

Bidding will be conducted through theinternational competitive bidding procedures as specified in the World Bank's Guidelines: Procurementunder IBRD Loans and IDACredits, published by the World Bank May 2004, and is open to all eligible bidders as defined in the guidelines and thatmeet the following minimum qualification criteria:

(a) FinancialCapability

(1) For the last 3 years the Bidder (either as a single company or asa Joint Venture) must have average annual turnover of atleast USD 15,000,000 (fifteen million) per year or equivalent amount in other currencies.

(2) The Bidder must have liquid assets and/or access to or availability of credit facilities for the sole purpose of thiscontract in the amount of at least USD 1,500,000 (one million five hundred thousands) or equivalent amount in othercurrencies.

(b) Experience and TechnicalCapacity

(1) successful completion (operational acceptance) of at least two (2) contracts for elaboration, supply, installation, andtechnical support of integrated cadastral registration systems which should have beencompleted at a national or regional (largescale) e.g. state, land, oblast etc. level during the last five (5) years. These systems should have no less than 100 simultaneousconnection points and availability for users to work with object-relational databases as well as raster and vector graphics,including orthophotos and digital terrain models (DTM). Among the systems (experience) cited by the Bidder there should be systemscreated as both centralized and distributed systems. It's mandatory to provide contact details of the completed projects referenceswith the person name, position, phone, fax and email, which will berequested for the confirmation about the company work on theproject,or to provide with the bid the respective signed letters from the clients about the completed work.

 (2) the Bidder either must have a service center for support, warranty andpost-warranty maintenance of the System in Kyiv or, if such service center  does not existor is incomplete at the time of this bidding, the Bidder should indicate in it's Bid a realistic plan for setting up such servicecenter in Kyiv, which shall be set-up prior to the Operational Acceptance of the system. The Bidder also could propose a qualifiedSubcontractor for the purpose of using its service infrastructure.

Acomplete set of bidding documents in English may be purchased by interested bidders on the submission of a written application tothe address below and upon payment of a nonrefundable fee of USD 50 (fifty) or equivalent in Ukrainian hryvnas (UAH) at the rate of the National Bank of Ukraine as of the date of payment. The bidding documents may be collected atthe office of Project Implementation Unit at the address below upon submitting bidder's authorization in written inquiry submittedby the bidder together with the copyof the payment order by fax or mail.

Bids must be delivered to the address below at or before 15:00 on March 3,2010. All bids must be accompanied by security of respective amount for USD 100 000 (one hundred thousand) US Dollars or an equivalent amount in the currency of the Bid atthe NBU exchange rate on the date 2 (two) weeks before the bid submission date.  Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend at theaddress below at 15:15 on March 3, 2010.
