REPUBLIC OF SIERRA LEONE

INFRASTRUCTURE DEVELOPMENT PROJECT

CONSULTING SERVICES

LOAN/CREDIT/GRANT NO. (TBD)

EXPRESSIONS OF INTEREST

This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No. 608 of 16 June 2003.

The Government of Sierra Leone (GOSL) intends to apply for a credit from the International Development Association (IDA), and intends to apply part of the credit proceeds to make payments under selected contracts for the Infrastructure Development Project (IDP). GOSL have also received a PHRD Grant from the Japanese Government and intends to apply part of the grant proceeds to make payments for selected preparatory studies.

The services include carrying out studies to assist in the preparation of the Infrastructure Development Project (IDP) as follows:

· Road Maintenance Financing and Restructuring Study, involving the formulation of Action Plans for the restructuring of the Road Fund and the Sierra Leone Road Authority (SLRA). This is envisaged as establishing an independent Road Fund, with SLRA becoming a road network management and planning entity, separate from the current works execution responsibilities.

· Feasibility and Final Design, including preparation of bidding documents, for the rehabilitation/strengthening of approximately 100 km of selected paved roads.

· Preliminary Design and Feasibility Study for infrastructure development of the Port of Freetown, including updating the medium term development needs of the Freetown Port, in respect of the container stacking area, navigational aids (including buoys and lighthouse), and environmental and safety measures; and identifying the economically justified facilities and equipment viable for funding under the IDP.

· Financial and Institutional Study of the Sierra Leone Ports Authority (SLPA) and Sierra Leone Maritime Administration (SLMA), to identify recommended improvements to its organizational structure and financial management.

· Feasibility and final design, including preparation of bidding documents, for runway pavement rehabilitation/strengthening; upgrading of the turning loops; and upgrading of the water and power supply for the Lungi International Airport.

· Baseline study of the water supply and sanitation sector, including ongoing efforts to define a Water Policy, identify critical constraints and opportunities and formulate a strategy suitable for an IDP project component.

· Identification of a prioritized Action Plan for addressing waste management problems in key urban centers.

The Coordination and Monitoring Unit (CMU) in the Ministry of Transport and Communications now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants should indicate for which studies they are interested. Consultants may associate to enhance their qualifications.

A consultant for each assignment will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower (current edition).

Expressions of interest must be delivered to the address below by 01 August 2003.
