CONSULTING SERVICES FOR TECHNICAL ASSISTANCE AND IMPLEMENTATION SUPPORT

The Socialist Republic ofVietnam hasreceived a credit in the amount of US$60 million from the International Development Association (IDA) for the FinancialSector Modernization and Information Management System Projects (FSMIMS) to support the State Bank of Vietnam (SBV), the CreditInformation Center (CIC) and the Deposit Insurance of Vietnam (DIV) to improve the quality in delivering their main services inaccordance with relevant international standards in the banking sector. DIV has received the amount of USD 14 million as a part ofthe above mentioned Credit and intends to apply a part of the proceeds for consultant services required for functionalstrengthening, procurement and implementation support.

The consultant services forDIV include: i) Assist the DIV to re-engineer business processes to strengthen DIV's capacity to analyze and forecast risks of eachinsured institution as well as of the whole insured institution system; improving DIV'sinternal resource planning and managementand provide systematic training to DIV' management and staff. ii) Advise DIV in designing ICT system, procurement andimplementation support of the ICT package in compliance with the procurement guidelines and regulations of the World Bank. Theestimated level of effort required for the services is 15 staff-months for international consultants over a period of 48 calendarmonths starting approximately in mid 2010.

DIV invites eligibleconsultants to indicate their interest in providing the services. Interested consultants must provide information indicating thatthey are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, andavailability of appropriate skills among staff). Consultants may associate to enhance their qualifications.In this case,consultants should indicate in their Expression of Interest whether they will associate in the form of joint venture orsub-consultancy arrangement. It is noted that in case of the joint venture,all members of the joint venture shall be jointly andseverally liable for execution of the contract and one member shall be appointed to represent the joint venture.  

A consultant will be selectedin accordance with the Quality and Cost Based Selection (QCBS) procedures setout in World Bank's "Guidelines: Selection andEmployment of Consultants by World Bank Borrowers" dated May 2004 and revised in October 2006.
