GENERAL PROCUREMENT NOTICE

The Royal Government of Bhutan has applied for financing in the amount of US$ 11.1 Million USD equivalent from the World Bank toward the cost of the Bhutan Urban Development Project - II, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:

1. Municipal reform/ institutional development component to support RGoB and two city corporations of Thimphu (TCC) and Phuentsholing (PCC) to reform and strengthen the system.

2. Capacity building – This component aims at significant upgrading of the capacities of each city corporations at the various aspects of internal work process and service delivery to their citizens by providing training of staffs to upgrade their skills and provision of relevant equipments.

3. Thimphu Northern Area Development – Infrastructure improvement and development in Northern Area through land pooling which includes roads & drainage, water supply, sewerage, street lighting, water treatment plant etc..

• Few international consultants for construction supervision and municipal reform are also expected.

• Under this project three packages of civil works are expected to be procured under ICB procedure.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 as amended in October 2006 and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 as amended in October 2006

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket [Kuensel, Bhutan Times, Bhutan Observer].

Interested eligible bidders who wish to be included on the mailing list to receive invitations to bid under ICB procedures, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts or those requiring additional information, should contact the address below.

This GPN supersedes the earlier one which was published on July 28, 2005.
