This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 09 subcontracting goals are for specified percentages of the contractors total planned subcontracting amount to be placed with the following: Small Business 70.0%; Small Disadvantaged Business 6.2%; Woman Owned Small Business 7.0%; HUBZONE Small Business 9.8%; Veteran-Owned Small Business 3.0%; and Service Disabled Veteran Owned Small Business 0.9%. The work consists of furnishing one fully crewed and equipped hydraulic pipeline cutterhead dredge on a rental basis for the removal and satisfactory disposal of shoal material within any combination of the following Dredging Regions: Atchafalaya River in the vicinity of Berwick Bay Harbor, Berwick Lock Forebay, Tidewater Point, 20 Grand Point, GIWW vicinity of Mile 99, Wax Lake Outlet, Port Allen Lock Forebay, Three Rivers, Baton Rouge Harbor (Devils Swamp), Old River Lock Forebay and Morgan City Docks East. Work may be required in other areas of the New Orleans District. NAICS: 237990. Work is estimated to cost between $1,000,000.00 and $5,000,000.00. IFB will be issued on or about 7 January 2010, with a bid opening date to be issued by amendment. Actual issue date will be shown when the solicitation is issued.
