Replacement of Equipment for Environmental ProtectionMonitoring in TPP Kakanj

1.          This invitation for bids follows the general procurement notice for this project thatappeared in Development Business, issue no.  WB2568-730  of June25, 2008.

 

2.          The Bosnia and Herzegovina has received a credit from the International Bank forReconstruction and Development toward the cost of Energy Community of South East Europe (ECSEE) APL3 - Bosnia and HerzegovinaProject, and it intends to apply part of the proceeds of this credit topayments under the contract for Replacement of Equipment forEnvironmental Protection Monitoring in TPP Kakanj No. EPBiH-ECSEE-APL3-A1-TPPK-03/09-WB.

 

3.          The JP ELektroprivreda BiH d.d. - Sarajevo now invites sealed bids from eligible biddersfor Replacement of Equipment for Environmental Protection Monitoring in TPP Kakanj.

 

4.          Bidding will be conducted through the international competitive bidding proceduresspecified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits,issue May 2004, and is open to all bidders from eligible source countries as defined in the guidelines.

Qualificationrequirements for bidders, including members of joint ventures, subcontractors or vendors:

The Bidder shallsubmit with its bid documentary evidence establishedin accordance with ITB Clause 2 that the Bidder is (1) eligible to bid, and is(2) qualified to perform the contract if its bid is accepted.

(a). Eligibility:Nationality, Conflict of Interest, Bank Ineligibility,   Government Owned Entity, UnitedNations resolution or Borrower's country law.

The Bidder will submit original documents:

-           Defining legal status and principal place ofbusiness

-           Statement that there are no Conflict ofInterest

-          In case of Joint Venture (JV) JV agreement

-          Litigation History for last five years

 

(b). The Bidder shallsubmit with its bid the documentary evidence ofthe Bidder's qualifications to perform the contract, if its bid is accepted, to theEmployer's satisfaction that the Bidder has the financial, technical, production, installation and other capabilities necessary toperform the contract:

Financial Situation:

Financial Performance;         The Bidder must demonstrate that he has access to, orhas available liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet theconstruction cash flow estimated as EUR 78.000 equivalent, net of the Bidders commitment for other contracts.

Average Annual ConstructionTurnover    ;   The Bidder must have a minimum average annual turnover of EUR 1,9 mill. equivalent peryear, calculated as total certified payments received for contracts in progress or completed within the last 5 (five)years.

 

For the purpose of proving the above mentioned theBidder will submitoriginal documents:

-           Bank statements as evidence of FinancialPerformance

-           Audited balance sheet and income statement for lastfive years and Bidders's statement as evidence of Average Annual Construction Turnover

 

Experience:

General Construction Experience

Experience underconstruction contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) yearsprior to the bid submission deadline, and with activity in at least nine (9) months in each year.

Specific Construction Experience      

Participation as contractor, management contractor or subcontractor, in

-           atleast three (3) contracts for installation of continuous automatic monitoring system :

·                emissions of pollutants into the air (extraction systemon thermal power units with power of 100 MW and higher) within the last five (5) years, each with a value min. EUR300.000,00.

·                Station for monitoring the parametars of quality ofair, weather andmeteorological parameters within the last five (5) years

 

that have been successfully and substantially completed and that are similar to the proposed works. The similarity shall bebased on the physical size, complexity, methods/technology for required contract thatevidenced experience in designing, procurementand supply automatic monitoring systems.

 

In case of joint venture, sub-items above apply as follows:  

-           Thelead partner shall meet not less than 50 percent of all the qualifying criteria.

 

Subcontracting is not permitted to exceed 30% of contract price. Bidders shall include with the bid a list ofsubcontractors (if any) for major items of supply and services, with elements of work/items and theproposedsubcontractor(s)/sub-supplier(s) clearly identified including their past experience/capacity. In general for items of supply, thesub-supplier must have successfully manufactured and supplied in any one of the last five years, the quantity being proposed forsubcontracting, which are in satisfactory operation/use for the past two years ason the date of tender opening. For elements ofwork the subcontractors must have completed at least one work of similar nature, complexity,and requiring construction technologysimilar to the proposed subcontract during the last five years.

 

5.          Interested eligible bidders may obtain further information and inspect the biddingdocuments at the address given below from 8.00. to 14.00 hours each working day.

 

6.          A complete set of bidding documents in English may be purchased by interested bidders onthe submission of a written application to the address below and upon payment of a nonrefundable fee 100 EUR or equivalent inBosnian Mark BAM. The method of payment will be

b)               For payment within Bosnia and Herzegovina, in BAM:

Payment through UniCredit Bank d.d. account No.3389002208088319 withnote "For JP ELEKTROPRIVREDA BOSNE I HERCEGOVINE d.d. Sarajevo, with identification of purpose: Purchase ofBidding Documents No. EPBiH-ECSEE-APL3-A1-TPPK-03/09-WB.

 

If requested, the documents will be promptly dispatchedby fast courier upon payment of additional 100 EUR or equivalent in Bosnian Mark (BAM), but no liability can be accepted for lossor late delivery.

 

7.          Bids must be delivered to the address below at or before 21 January 2010 at 12.00 hours.If required, all bids must be accompanied by a bid security of EUR 14.000 or an equivalent amount in a freely convertiblecurrency.   Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who chooseto attend at the address belowon 21 January 2010 at 12.00 hours.
