SUBSEQUENT YEAR INVESTMENT PROGRAMME (SYIP) IN
WESTERN REGION: Covering Works on the Aboso, Bogoso, Elubo, Prestea and Axim Water Supply Systems
(IFB No.: WESTERN UWP-SYIP-4)

INTERNATIONAL COMPETITIVE BIDDING

This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 605 of April 30, 2003.

The Government of the Republic of Ghana has received a credit from the International Development Association (IDA) toward the cost of the Ghana Urban Water Project, and it intends to apply part of the proceeds of this credit to payments under the contract for the Subsequent Year Investment Programme in WESTERN REGION Covering Works on the Aboso, Bogoso, Elubo, Prestea and Axim Water Supply Systems, IFB No.: WESTERN UWP-SYIP-4.

The Ghana Water Company Ltd (GWCL) now invites sealed bids from eligible bidders for procurement of Civil and Electro Mechanical Works for the Rehabilitation and Expansion of the Aboso, Bogoso, Elubo, Prestea and Axim Water Supply systems in the Western Region of Ghana. The works include:

• Mechanization of 22 new boreholes,
• Mechanization of 14 existing boreholes after their rehabilitation,
• Construction of 2 pumping stations (6-70m3/hr and 35-75 m lift),
• Construction of six (6) water treatment plants of cascade aerator type, 40-80m3/hr, for removal of iron and manganese to render the groundwater potable.
• Rehabilitation of one existing conventional treatment plant,
• Calcium hypochlorite preparation and dosing plants for disinfection of the water,
• Construction of six (6) water storage tanks with volumes 150-450m3,
• Supply and laying of HDPE pipes and accessories for transfer and transfer/distribution in diameters ranging from 75mm to 225mm and 85,000m length,
• Construction and rehabilitation of 59 stand pipes and provision of 1,767 consumer house connections,

The delivery/construction period is fifteen (15) months from the contract effective date.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004), and is open to bidders from all countries as defined in the guidelines.
A margin of preference equal to 7 ½ percent of the evaluated Bid Price will be added to all bids offered by non domestic bidders who meet the defined criteria in the bid documents.

Interested eligible bidders may obtain further information from and inspect the bidding documents at the Project Management Unit of the GWCL at the address (A) below from 8.00am to 5.00pm Monday to Friday. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address (A) below and upon payment of a non - refundable fee of two hundred and fifty (250.00) Ghana Cedis or one hundred and eighty (180.00) United States Dollars. The method of payment will be by direct transfer to account numbers provided below, direct cash payment in the specified currencies at the address below against receipt, or cashier’s cheque.

The documents may be collected by hand at the office shown address (A) below or will be sent by courier at an additional cost of US$25.00 for delivery in Ghana and US$100.00 for overseas deliveries.

Bids must be delivered to the address (B) below by 10.00am on 12th March 2010. All bids must be accompanied by a bid security of not less than three hundred thousand United States Dollars (US$ 300,000) or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives and anyone who choose to attend at the address (C) below 30 minutes after the deadline for submission of the Bids.
