REQUEST FOR EXPRESSION OFINTEREST

 

CONSTRUCTION SUPERVISION AND CONTRACT MANAGEMENT FOR CONSTRUCTIONPACKAGES UNDER COMPONENT 2# PHASE 2

1.  This request for expressions of interest follows the general procurement notice for this project thatappeared in Development Business Issue No.632 dated June 16th 2004.

2.  The Government of Vietnam has received a Credit from theInternational Development Association (theWorld Bank) for the Vietnam Urban Upgrading Project and intends to apply part of the proceeds ofthe Credit to payments under thecontract for construction supervision and contract management for construction packages under component 2#phase2.

3.  The Services are to provide a team leader with extensiveinternational municipal/ civil engineering andurban upgrading experience, supported by national staff consisting of a Deputy Team Leader, Site Supervising Engineers,Construction Economics Engineers or Quantity Surveying Engineers and other technical staff. The Services are expected to beprovided by a consultant who has wide international experience with international donors funded urban upgrading projects as wellasnational experience with the Government of Vietnam's regulations, procedures and system relating to urban development. The Servicesare expected to commence in late 2010 and be carried out over a period of 31 months. The services expected to be provided includecontract management and supervision services for three contracts to construct the new primary and secondary infrastructurefor Component 2, phase 2 under Can Tho Sub-project.

4.  The Cantho Urban Upgrading Project Management Unit now invites eligible consultants to indicate theirinterest in providing the Services. Interested consultants must provide information indicatingthat they are qualified to performthe Services (brochures, description of similar assignments, experience in similar projects, availability of appropriate skillsamong staff, etc.). Consultants may associate to enhance their qualifications. In case of forming association, consultants shouldindicate in their Expression of Interest that whether they will associate in the form of a joint venture or sub-consultancyarrangement. It is noted that in case of joint venture, all members of joint venture shall be jointly and severally liable forexecution of contract and one member shall be appointed to represent the joint venture.

5.  A consultant will, subsequently, be selected in accordance with the procedures of QCBS method (Quality-and Cost-Based Selection) set out in the World Bank's Guideline: Selection and Employment of Consultants by Bank Borrowers, published in May 2004 and revised October2006 (the Consultant Guidelines).

6.  Interested consultants may obtain further information from background documents at the address givenbelow from 08.00 am to 05.00 pm Monday to Friday.
