The Federal Bureau of Investigation (FBI) intends to negotiate a firm fixed-price, indefinite delivery/indefinite quantity contract with one (1) base year and four (4) 1-year option periods on a sole-source basis to Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404 under the authority of FAR 6.302-1 for preventative maintenance and repair.

Maintenance Requirements:
1. One (1) preventative maintenance visit per piece of equipment per year.
2. No charge for parts, labor and travel for service calls
3. Response time of two (2) business days after receipt of service call.
4. Unlimited telephone and email support.

The FBI requires preventative maintenance for the following model numbers:

ABI Equipment:
3130-16 Genetic Analyzer
7500 Real PCR System
7900HT Sequence Detection System
DNA Analyzer ABI Prism 3730
7000 Sequence Detection System

BSD Punch Equipment:
BSD600 Duet

Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only Applied Biosystems is the sole provider of service agreements covering their products. In addition, Applied Biosystems has entered into an agreement with BSD Robotics of Australia to be the sole authorized US provider of maintenance for BSD equipment.
This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Thursday, December 10, 2009, via facsimile to the attention of Lynda M. Theisen at
(703) 632-8480 or by e-mail at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
