This is an update of the General Procurement Notice that waspublished in the United Nations Development Business On-Line (Notice No.WB1834-703/07) on 09 May 207 and the updated one waspublished On-Line (Notice No.WB3331-734/08) on 18 August 2008.

 

The Government of Yemen has applied for an additional financinggrantin the amount of US$ 40 million equivalent from the International Development Association (IDA) for the upgrading of ruralroads, strengthening of institutions, and improvement of road maintenance under the Second Rural Access Project, and intends toapply the proceeds of this grant toward payments for works, goods, and consulting services under this project. The main componentsof the project are the following;

 

Project Components 1 and 2

 

Upgrading of rural roads with a total length of about 175 km groupedin about three packages.

Consulting services in the following fields;

Design review and supervision of road workscontracts. 

Feasibility study and detailed design for about 600 km of ruralroadssub-projects.

Urban traffic management studies.

Training, technical assistance, and capacity building, including forroad planning and supervision.

Technical audits and various other small scale services for theRuralAccess Program Central Management Office (RAPCMO).

Provision of office, IT, and other equipment toRAPCMO 

 

Project Component 3

 

Periodic and routine maintenance of about 365 km of existing asphaltroads.

Consulting services in the following fields;

Design and supervision of maintenance contracts

Roads condition survey for about 7,000 km.

Road Safety

Training, technical assistance, capacity building, and variousstudies for improving management and execution of road maintenance. 

Provision of office, IT, and other equipment for the RoadMaintenanceFund.

 

Procurement of contracts financed by the additional financing grantwill be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Creditsdated in May 2004 and revised on October 2006, and it is open to all bidders from eligible source countries as defined in theguidelines. Consultant will be selected in accordance with World Bank's Guidelines: Selection and Employment of Consultants byWorld Bank Borrowers dated in May 2004 and revised on October 2006.

 

Specific Procurement Notices for contracts to be bid under the WorldBank's International Competitive Bidding (ICB) procedures will be announced as they become available, in UN Development Business,dgMarket and/or technical magazines, newspapers and trade publications of wide international circulation and in local officialgazette.
