CONSULTING SERVICES:

 

Support FOR COMMUNITY PARTICIPATIONin project implementation

(Contract No.: CS-C1iii-NDTDP)

 

This request for expression of interest follows the generalprocurement notice (GPN) for this projectthat appeared in Development Business (UNDB) on May 6, 2009

 

The Ministry of Transport has received a credit from the International Development Association (IDA)toward the cost of the Northern Delta Transport Development Project, and intends to apply part of the proceeds of this Credit topayments under the contract for thedevelopment of community/public awareness programs

 

The specific objectives of the Consulting services are to ensure all theproject related bodies to:

1.        Identify the target groups impacted by the different components of theproject;

2.        Explain to these groups the rights and obligations of the project owners, localand national government, project consultants, project contractors, and the community;

3.        Identify the issues of importance to the localcommunities;

4.        Hold a number of workshops for the different stakeholders on the identifiedissues;

5.        Based on the identified issues and concerns, develop the institutionalframework and plans for community participation in the implementation of the different project components;and

6.        Present the plans to the stakeholders.

 

The Contract period will be 12 months.

The Project Management Unit of Waterways (PMU-W) on behalf of theMinistry of Transport nowinvites eligible consultants to indicate their interest in providing the services. Interested consultantsmust provide information indicating that they are qualified to perform the services (brochures, description of 15 most relevant and similar assignments, experience insimilar conditions, CV's demonstrating appropriate skills among staff etc.) Consultants mayassociate to enhance their qualifications. In any case the consultants will need to clearly indicate the type of associationamong them (sub-consultancy or Joint Venture).

The Borrower shall select six firms with the most appropriate qualifications and references, outof those providing expressions of interest; and invite them to submit technical and financial proposals. Consultant selection will be carried out in accordance with the Quality-and Cost-based Selectionprocedures set out by Bank's Guidelines: Selection and Employment of Consultants by World BankBorrowers (May 2004 edition).
