Thisrequest for expression of interest follows the general procurement notice (GPN) for this project that appeared in DevelopmentBussiness (UNDB) on May 6,2009

The Ministry of Transport has received a credit from the International Development Association (IDA) towardthe cost of the Northern Delta Transport Development Project, and intends to apply part of the proceeds of this Credit to paymentsunder the contract for the Financial Audit.

The specific objectives of the Consulting services are:

1.                  to express aprofessional opinion on the project financial statements for the year(s)/period(s) then ended, in accordance with the adoptedaccounting standards, and:

2.                  to express anopinion on the compliance with laws, regulations and funding agreements that have a direct and material financial effect on theentity's financial report and;

3.                  to express anopinion on the effectiveness of internal control over compliance with requirements that could have a direct and material financialeffect on the financial statements as well as internal control over financial.

The audit periods is devided into three:

-         The 1^st period would befrom Project Effectiveness to the end of 2009.

-         The 2^nd period would befor 2010

-         The 3^rd period for2011

The Project Management Unit of Waterways (PMU-W) on behalf of the Ministry of Transport now inviteseligible consultants to indicate their interest in providing the services. Interested consultants must provide informationindicating that they are qualified to perform the services (brochures, description of similar assignments,experience in similarconditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance theirqualifications.

Consultant selection will be carried out in accordance with the Least Cost Selection procedures setout by Bank's Guidelines:Selection and Employmentof Consultants by World Bank Borrowers (May 2004 edition).
