Consulting Services: Cadastral Expert for Finalization of the Operations Manuals for Cadastre Reconstruction (CR) and Building Cadastre Construction (BCC)


Background Information

Kosovo Cadastral Agency (KCA) is in charge of registration and maintenance of the records of real property rights and improvement of cadastral system in Kosovo. KCA needs to strengthen its institutional and organizational capacity, in order to be able to implement its strategy and mandate and to further development of Cadastral System in Kosovo. At the same time KCA supports MCOs to improve their capacity to deliver services and maintain cadastral data.

The IDA- financed Project, Business Environment Technical Assistance Project (BETA), throughout of land administration component immovable property rights enhancement aims to secure immovable property rights as a contribution to land market development and facilitating new business start-ups in terms of improving access to capital, improving use of property rights as collateral through mortgages, and reducing transaction times.

Cadastre Reconstruction (CR) is regulated by the Law on Cadastre Section 29, the Administrative Instruction on the Implementation of the Law on Cadastre Article 28 and the Law on the Establishment of an Immovable Property Rights Register (Law on IPRR).

Building Cadastre Construction (BCC) is regulated by the Law on Cadastre Section 29, (the Administrative Instruction on the Implementation of the Law on Cadastre Article 28 and the Law on the Establishment of an Immovable Property Rights Register (Law on IPRR)), and the Guidelines No. KCA 2009/01 for registration of buildings and parts of buildings.

Cadastral Expert:
KCA is looking for a qualified international expert to finalize the detailed CR and BCC operations manuals and to provide guidance to the KCA staff in use of the manuals.

These operational manuals will present in details all the procedures and technical specifications for the works, from the beginning stage of the works until the final delivery by the Contractor site.
The objective of the work is to finalize the draft operations manuals for the Cadastre Reconstruction (CR) and Building Cadastre Construction (BCC); where KCA , MCO and other land market stakeholders’s views are incorporated into the draft.

Specific Tasks:
• Reviewing and finalizing the existing partial draft Operation Manuals for Cadastre Reconstruction (CR) and Building Cadastre Construction (BCC);
• Reviewing improvements regarding the systematic registration for the cadastre reconstruction and registration of building and apartments;
• Advise to KCA employees during the preparation of the operational manuals for CR and BCC;
• Provide training and guidance about the usage of the manuals, to ensuring KCA staff to make efficient use of the manuals.

Deliverables:

• The consultant will prepare a draft manual within 7 days of his/her first visit and deliver to the client for review at least 10 days before the second visit; and a written comment will be given by KCA after 10 days
• The consultant will conduct one day workshop to discuss the draft manuals with KCA during the second visit
• The consultant will prepare the final draft, taking into account the results of the workshop. KCA’s comments will be prepared within 7 days after the workshop.
• Provide training and guidance for KCA staff (train the trainers) about the use of the manuals.

Timing and reporting

The total work of the consultant is estimated for 20 working days. It is estimated that 12 working days out of total work will be carried out in Kosovo, up to two visits.

The consultant will work under the direct supervision of the Chief Executive Officer of KCA.

PCO/KCA will provide the consultant with necessary laws, regulations, other information and documents, translation services and facilitate the presentation of the draft manual.

Qualification requirements:

- Required:
 University degree in relevant field
 Minimum 5 years working experience in at least two of cadastre, surveying and/or land law projects
 Experience in report writing and drafting of manuals
 Experience of work with similar projects in about 3 countries
 Fluency in English language

- Preferred:
 Fluency in Albanian
 Experience in Balkan countries

Selection process:

Individual Consultant will be selected based on:

• University degree in relevant field /Qualifications of the Consultant (20%)
• Specific experience of the Consultant in cadastre, surveying and/or land law projects (50%)
• Experience in report writing and drafting of manuals (10%)
• Experience of work with similar projects in about 3 countries (20%)


Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, edition of May 2004, according to selection based on Selection of Individual Consultants(IC) method.
