SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Vocational training, information and skills element of the RDPE in the
South West Region.

II.1.5) Short description of the contract or purchase(s): The South West
of England Regional Development Agency (the Agency) intends to appoint a
contractor to deliver the vocational training, information and skills
element of the Rural Development Programme for England in the South West
Region 2007-2013 from April 2010.
The contractor will be responsible for the design, content, marketing and
delivery of the skills training required under the Regional Skills
Framework (http://download.sw-ruralgateway.info/rdpe-documents/
rdpe-documents/rdpe-skills-framework.pdf) to the extent that training is
not already being provided through other commissions (including animal
welfare and agricultural resource management).

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: This commission has a fixed budget
(circa the budget set out below) and therefore value for money will be
assessed on the basis of the number and quality of training days to be
provided by the successful contractor for this budget over the term of the
contract.
Estimated value excluding VAT: 7 000 000 GBP.
II.2.2) Options: No.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 45 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The Agency reserves the right
to require deposits, guarantees, bonds and/or any other form of
appropriate security.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: The Agency will accept tenders from
individual undertakings or consortia. A consortium bid may be acceptable
but the Agency reserves the right to require a single/lead contractor to
take primary liability or to require that each member of a consortium
provides joint and several liability. Sub-contracting may be permitted but
sub-contractors must comply with the same exclusion criteria as tenderers.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: In
accordance with Articles 45 to 50 of Directive 2004/18/EC and Regulations
23 to 35 of the Public Contracts Regulations 2006 (as amended) and as
identified in the pre-qualification questionnaire.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: In accordance with
Article 47 of Directive 2004/18/EC and Regulation 24 of the Public
Contracts Regulations 2006 (as amended) and as identified in the
pre-qualification questionnaire.

pre-qualification questionnaire.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
In accordance with Articles 48 to 50 of Directive 2004/18/EC and
Regulation 25 of the Public Contracts Regulations 2006 (as amended) and as
identified in the pre-qualification questionnaire.

1. Approach and detailed methodology. Weighting: 50.
2. Value for money. Weighting: 40.
3. Quality assurance and processes and procedures for the commission.

addition it shall not in any event be responsible for any costs incurred
