District Council has decided to externalise the transactional elements of
the back office functions of its council tax collection, NNDR and housing
benefit services to an off site provider. The Council wishes to retain the
front office customer facing elements of the service alongside benefit
investigations and the debt recovery functions.
Expressions of interest are welcomed from organisations that can evidence
the effective provision of off site revenues and benefits back office
services for a minimum of three local authority contracts.
Bidders are required to provide evidence of having previously:
— Maintained required service levels both during transition and throughout
the lifetime of the contract,
— Provided a reliable, secure and fast electronic connection between their
off site function and the client in-house revenues and benefits systems
via a permanent lease line with sufficient band width to undertake the
processing of the Council needs for the entirety of the contract.

VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The contracting authority will observe a 10 calendar day
standstill period at the point information on any award of the contract is
communicated to tenderers. This standstill period will allow unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
the contracting authority is required provide any such further information
a minimum of 3 working days before the expiry of the standstill period. If
an appeal regarding the award of a contract is not successfully resolved
the Public Contracts Regulations 2006 provide for aggrieved parties who
have been harmed or are at risk of harm by a breach of the rules to take
action in the High Court (England, Wales and Northern Ireland). Any such
action must be brought promptly (generally within 3 months).
