Assignment Overview

Assignment Title: Indonesia-P114383: Support for Financial and Credit Rating Assessment for Subnational Governments

Assignment Country: Indonesia

Assignment Description

The assignment is to assist Ministry of Finance, Directorate General of Fiscal Balance and Subnational Governments (SNG) in financial management assessment. The specific tasks are: a) Financial assessment and credit rating for pilot cities in Bandung and Surabaya. The confirmed list of selected cities along with their initial set of financial and operational documents will be provided to the credit rating agency prior to the start of the assignment. There will be two components in this activity: (i) Financial assessment and credit rating. The financial and credit rating report which include the rating estimate assigned by the credit rating agency based on its credit standard analysis procedures including country risks, economic risks, financial risks, and management assessment; (ii) Extended Analysis. Follow-up work with SNGs which include extended analysis to develop a framework for improving indicators and identify developmental issues. b) Report on monitoring and regulatory systems for SNGs financing. The credit rating agency will utilize its experience and knowledge gained about SNGs financing system during the process of rating and the pilot cities as it prepares a report on the international best practices for monitoring and regulating the local government financing.

Funding Source:

The World Bank intends to finance the assignment/services described below under a trust fund from the PPIAF-SNTA: INDONESIA: Support for Financial and Credit Rating Assessment for SNGs.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
