VA Illiana Health Care System, 1900 East Main Street, Danville, IL 61832 is seeking vendors to provide professional inpatient pharmacy services virtually to complete pending inpatient orders (including those administered by the intravenous route) for VA Illiana Health Care System (VAIHCS), Danville, Illinois, VA Northern Indiana Health Care System (NIHCS), Marion, Indiana and Fort Wayne, Indiana, Battle Creek VAMC, Battle Creek, Michigan, and Aleda E. Lutz VAMC, Saginaw, Michigan, when the inpatient pharmacies are closed. Provide after hour, offsite inpatient pharmacy services Monday through Friday (except Federal Holidays): 11:00 p.m. CST until 7:00 a.m. CST the next morning and Saturday, Sunday, and Holidays: 4:00 p.m. CST until 7:30 a.m. CST the next morning. Pharmacists shall provide prescription verification and appropriate clinical recommendations to referring VAIHCS nurses and physicians. Pharmacists shall be readily available for telephone consultations regarding urgent/emergent medications and clinical needs including professional review and problem solving needed to assure safe and appropriate medication processing. Contractor shall assist with quality assurance reviews for locum tenens pharmacists. Contractor shall provide a sufficient number of licensed pharmacists to verify all orders. Contractor shall provide pharmacists, technical support personnel, medical and telecommunication equipment, supplies, and supervision necessary to perform and implement pharmacy services to meet the needs of all facilities described herein. The services provided under this contract are not to be performed outside of the United States. Contractor must be a U.S. based corporation capable of providing pharmacy services to be completed via secure web-based system provided by the contractor. Contractor shall provide and maintain the means for enabling and maintaining system connectivity. Contractor shall install and maintain external communication systems required for secure, VA-compliant image and data delivery to its pharmacists and shall configure, install and maintain all remote workstation software at its pharmacists reading stations. In order to have remote access, contractor shall apply for and install the One-VA VPN. Microsoft Windows XP is the Governments operating system. No costs for modifications/upgrades of equipment, additional equipment or software that may be required shall be incurred by the VA. VAIHCS, VANIHCS, Battle Creek VAMC, and Saginaw VAMC shall provide a point to point connection via T1 line or VPN access to the contractors location. VAIHCS, VANIHCS, Battle Creek VAMC, and Saginaw VAMC shall provide a firewall (for VA protection only) to the connection if needed. Evaluation of proposals will be based on Management and Technical Capability, Past Performance and Price. Management and Technical Capability, and Past Performance, when combined, are more important than price. This notice is open to qualified sources of small businesses relative to NAICS code 621399 (size standard is $7 million). The solicitation is 100% Total Small Business Set-Aside. The intended contract period is one (1) base year with four (4) one-year option renewals. All offerors are advised to thoroughly review the entire document, paying special attention to all documentation required to be submitted in the proposal. The solicitation documents will be posted at www.fedbizopps.gov on or about November 24, 2009 with a proposal due date of December 15, 2009, 4:00PM local time. Solicitation No. VA-251-10-RP-0011 has been assigned to this requirement and shall be referenced on all correspondence. Amendments to the solicitation will be posted at www.fedbizopps.gov. Hard copies of the amendments will NOT be individually mailed. By registering to "Receive Notification" at www.fedbizopps.gov , you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are advised that they are responsible for obtaining all amendments to this solicitation. Offerors should submit all technical questions regarding this solicitation to the Contracting Officer in writing on or before December 4, 2009.
